This June marks the 17th “Safety Production Month” in China. In accordance with the unified deployment outlined in the “Notice from the Office of the State Council Safety Committee on Carrying Out the 2018 National ‘Safety Production Month’ and ‘Safety Production Ten-Thousand-Mile Journey’ Activities,” the Ministry of Housing and Urban-Rural Development recently issued a notice requiring the nationwide housing and urban-rural development system to launch a “Safety Production Month” campaign themed “Life First, Safe Development.”
Attach great importance to and enhance safety awareness.
In accordance with the requirements of the campaign, housing and urban-rural development authorities across various regions will, in conjunction with this year’s overall plan for safe production in construction, tailor their approaches to the specific conditions of their respective areas. They will meticulously plan and develop practical, feasible work plans, and earnestly organize a variety of thematic activities—including safety production publicity and consultation events, accident警示教育 sessions, knowledge competitions, emergency rescue drills, and the “June 16” Safety Production Publicity and Consultation Day—to firmly establish the concept of safe development throughout the industry, vigorously promote the principle that life comes first and safety is paramount, and effectively enhance awareness and capability in safe production.
At the same time, we will make full use of various news media—including newspapers, magazines, television, and the internet—to widely publicize General Secretary Xi Jinping’s important thoughts on work safety and the spirit of the 19th National Congress of the Communist Party of China; popularize safety production laws and policies; highlight advanced models in construction site safety production; promote best practices; expose typical cases; actively guide public opinion; and strive to create a favorable atmosphere in which the whole society cares about and participates in safe development.
Promote coordinated advancement and deepen targeted governance.
During the event, housing and urban-rural development authorities across various regions will take the “Safety Production Month” campaign as an opportunity to coordinate and advance special rectification efforts for construction site safety. They will further enhance awareness, clarify rectification goals, refine working measures, strengthen accountability, and comprehensively deepen all aspects of the special rectification campaign.
Thoroughly implement the "Regulations on Safety Management of Highly Hazardous Sub-projects" (Ministry of Housing and Urban-Rural Development Order No. 37, hereinafter referred to as "Order No. 37"), and strengthen safety management and control over highly hazardous sub-projects (hereinafter referred to as "high-risk projects").
Strengthen accountability for safety accidents, implement a system for re-examining safety production conditions, impose strict penalties on enterprises and individuals found responsible for accidents, and promptly disclose information on accident investigations. By conducting hierarchical assessments, innovating regulatory models, and implementing credit-based sanctions, we will adopt a multi-pronged approach to establish a long-term mechanism for safety supervision and solidify the foundation of safe production work.
Focus on training to enhance safety awareness.
According to the activity schedule, housing and urban-rural development authorities in various regions will, based on local conditions, further refine the safety education and training system for construction workers, carry out in-depth safety education and training for practitioners, focus on improving the quality and standards of training, and enhance the overall safety competence of the entire industry.
Strengthen safety education and training for the principal persons in charge of enterprises, project managers, full-time safety production management personnel, and specially trained operators, thereby enhancing their capacity for construction site safety management.
We will intensify efforts to publicize and implement Ministry Order No. 37. During “Safety Production Month,” the Ministry of Housing and Urban-Rural Development will organize training sessions for construction safety regulators nationwide. Localities will actively go deep into grassroots communities, enterprises, and frontline sites to conduct specialized training on key topics such as safety management of hazardous and large-scale projects, preparation of specific construction plans, and expert reviews. This will significantly enhance the industry’s attention to hazardous and large-scale projects and markedly improve the level of safety control over such projects.
Based on practical realities, various regions are actively implementing measures.
Since June 2002, China has been holding the “Safety Production Month” campaign for 16 consecutive years. This year marks the 17th year of the campaign. In accordance with the requirements of the Ministry of Housing and Urban-Rural Development, localities have, based on their own specific circumstances, formulated implementation plans and actively put these plans into practice, organizing a variety of thematic activities to effectively enhance awareness and capability in safety production.
According to the activity plan recently released by Shaanxi Province, various regions across the province will focus on carrying out three key initiatives: First, earnestly organize and implement publicity and education activities for Safety Production Month. Through a variety of promotional activities—including the kickoff day of Safety Production Month, publicity and consultation days, accident warning and education sessions, and emergency response training—efforts will be continuously made to enhance the sense of responsibility for safety production throughout the industry and effectively improve the ability to prevent accidents. Second, thoroughly carry out inspections and rectifications aimed at identifying and addressing safety hazards in construction projects. In conjunction with the Safety Production Month activities, we will continue to advance the identification and remediation of safety hazards in construction sites, vigorously promote the implementation of special actions for safe production in construction, and ensure that both regulatory responsibilities of government departments and primary responsibilities of enterprises are effectively fulfilled. Third, intensify safety supervision over municipal public facilities and scenic areas. Guided by the principle of prevention first, we will substantially increase inspection and patrol efforts, promptly eliminate any identified hazards, and at the same time, strengthen safety management in scenic areas to genuinely protect the personal safety of tourists. We will also step up efforts to prevent urban flooding, ensuring the safety of cities during the flood season.
Hainan Province, taking into account the specific characteristics of the housing and urban-rural construction sector across the province, has organized a series of safety production publicity and education activities. It is also continuously promoting comprehensive safety inspections at construction sites, conducting safety drills for construction workers, and ensuring effective management of construction safety under extreme weather conditions. At the same time, efforts to prevent and control dust pollution from construction activities continue to be strengthened.
