　　1. Accelerate the development of engineering general contracting enterprises with capabilities in intelligent construction system solutions.

　　Establish an open industrial system centered on engineering general contracting enterprises, with the deep involvement of related companies.

　　By 2025, a group of smart construction enterprises will be established, driving the transformation and upgrading of a broad range of small and medium-sized enterprises toward smart construction and creating an upgraded version of “Made in China Construction.”

　　All regions should further tilt existing industrial support policies toward the field of intelligent construction, and increase support for key technological research in intelligent construction, development of foundational software and hardware, R&D of intelligent systems and equipment, and demonstration projects for practical applications.

　　2. Accelerate the upgrading of building industrialization.

　　Vigorously develop prefabricated buildings and promote the establishment of a specialized, large-scale, and information-based production system based on standardized components.

　　Throughout the entire construction process, intensify the integrated and innovative application of new technologies such as Building Information Modeling (BIM), the Internet, the Internet of Things, big data, cloud computing, mobile communications, artificial intelligence, and blockchain.

　　Improve the performance and efficiency of various construction machinery and equipment, and increase the degree of mechanized construction.

　　Accelerate the development of an internet platform for the construction industry, and promote the application of intelligent manufacturing lines for steel structural components and intelligent production lines for precast concrete components.

　　3. Enhance the level of informatization.

　　Accelerate the digital and intelligent upgrading of component and part production, promote the application of digital technologies, system integration technologies, intelligent equipment, and construction robots, and achieve factories with minimal or even no human presence.

　　Focusing on key factory production processes such as rebar fabrication and installation, formwork assembly and disassembly, concrete pouring, cutting and welding of steel components, and fabrication of partition walls and integrated kitchen and bathroom units, we will promote the digitalization of process flows and the application of construction robots.

　　Promote the enhanced application of integrated construction equipment—such as construction robots and intelligent control systems for building machinery—in on-site construction processes, including material delivery, rebar fabrication, spraying, tile laying, installation of partition walls, and high-altitude welding.

　　Create “machines replacing humans” application scenarios in prefabricated building factories and promote the establishment of smart construction bases.
